Identify the existing system. Review seams, curbs, drains, perimeter and rooftop traffic. Agree on moisture investigation when visual inspection cannot resolve concealed conditions. Keep roof records and set inspection intervals using the system and warranty requirements.

Deck, insulation, cover board, attachment, membrane and flashings must be considered as an assembly. The TPO illustration does not prescribe a membrane thickness, fastener pattern, welding setting or insulation value. These are project and product decisions. EPDM, PVC, modified bitumen and metal use different details.

Evaluate moisture, existing layers, substrate and system eligibility before proposing a recover. Replacement planning should address exposed areas, protection, phasing and occupied spaces. Do not assume a recover is suitable from surface appearance alone.
Assess the substrate and concealed moisture. Address unsuitable material, clean the surface, verify adhesion and compatibility, detail transitions and meet the selected system’s application and cure requirements. A coating is not a substitute for a sound underlying roof.

Coordinate safe roof access, skylights and openings, equipment, staging and tenant communication. Confirm permit and inspection obligations with the relevant jurisdiction; Austin’s guidance distinguishes exempt work from projects requiring review. Do not infer a blanket exemption for commercial reroofing.

A roofer can discuss roofing facts and estimates with an adjuster. The roofer cannot act as public adjuster on the property where it provides or may provide roofing work, negotiate the settlement or waive deductibles. The owner manages the claim; the insurer determines coverage and payment.
